Why, after all the talk, and after all of Gordon Browns proclomations about his government fully co-operating with the review, why is it that his right hand man, neighbour in no. 9 and chief enforcer in Parliament not repayed what the review has recommended?

If the Chief Whip doesn't back the review's recommendations, then no wonder so many MP's have yet to repay. It also demonstrates that Gordon Browns words are just that, words.
