I have managed to scan the Legg report, and there are quite a few Rebels who have paid back only part, or none of what Legg has requested back.
I reckon the number tops over 10% of all surveyed, and over 20% of those asked to pay back. Strangely, there is a large number of MP's who have paid back more than asked, sometimes by a ridiculous variance that raises new questions.
