Did the government make a mistake by failing to legislate that public money should not be used to pay bonuses BEFORE the re-capitalisation using tax payer funds started?

So many options I'd have chosen before any of these.
No nationalisation in the first place, for one.
Paying people what they are legally entitled to under their legal employment contracts for two.
Rewarding any successes with bonuses and punishing failure with lack of them (or sackings) - which should have been the situation anyway, for thirds.
